Preliminary Hearings are where there is a review the State's case and possibly challenge the probable cause for the "Complaint" with an actual hearing where testimony is given in a courtroom. Ariz.R.Crim.P., Rule 5.1(a). Sometimes Preliminary Hearings are "Scratched," which just means that the prosecutor was unprepared to proceed that day and has the ability to re-file your case.
